2 Tbsp butter
1 cup dry long-grain white rice
Pinch of kosher salt
2 cups HOT water (plus 1-2 Tbsp, as needed)
14 oz can sweetened condensed milk (1 3/4 cups)
14 oz heavy whipping cream (1 3/4 cups)
1/2 tsp vanilla
1 cup powdered (dry) milk
1/2 - 2/3 cup raisins, golden raising, or dried cranberries (optional)

- Heat 2 cups water to boiling
Additional Notes
In the podcast, I use 1/4 teaspoon of vanilla, but I was making a half batch. I recommend 1/2 tsp for the full batch.
This can be served cold, but it will firm up. It will become creamy again when warmed in the microwave oven (recommended!)
